Detailed Regulations on Bachelor’s Degree Awarding of Jilin University (Revised)

第一章 总 则

Chapter I General Principles

第一条 为规范学位授予工作，保证学位授予质量，依据《中华人民共和国学位条例》、《中华人民共和国学位条例暂行实施办法》、国务院学位委员会《关于授予成人高等教育本科毕业生学士学位暂行规定》和《吉林大学学位授予工作实施办法》等相关规定，结合我校实际制定本工作细则。

Article 1 The present Regulations are made in accordance with Regulations of the People’s Republic of China on Academic Degrees, Provisional Measures of the People’s Republic of China for Implementation of Regulations on Academic Degrees, Provisional Regulations on Conferring Bachelor’s Degree on Undergraduates of Adult Higher Education of the Academic Degree Committee of the State Council, Implementing Measures of Jilin University on Degree Awarding and other relevant documents, with consideration of actual situation of JLU, for the purpose of standardizing degree awarding and ensuring quality of degree awarding.

第二条 学士学位授予工作，应当遵循公开、公正、公平的原则，遵守正当程序，保障学术自由，维护学术声誉。

Article 2 Awarding of bachelor’s degree should follow the principle of transparency, fairness and justness, observe due procedure, defend academic freedom and protect academic reputation.

第三条 凡遵守中国宪法和法律，遵守科学道德和学术规范，符合学士学位授予标准，具有一定学术水平的吉林大学本科毕业生，可按照本工作细则的规定申请学士学位。

Article 3 Graduates of undergraduate programs offered by JLU, who abide by Chinese Constitution and laws, follow ethics of science and academic norms, meet the requirements of bachelor’s degree awarding, and have reached a certain academic level, are eligible to apply for bachelor’s degree by the present Detailed Regulations.

第二章 全日制普通高等教育本科毕业生学士学位授予标准

Chapter II Standard of Bachelor’s Degree Awarding for Full-Time Undergraduates of Regular Higher Educational Institutions

第四条 凡取得毕业资格的吉林大学按国家计划录取的全日制普通本科毕业生，达到下述学业水平和能力者，可授学士学位：

Article 4 Full-time regular undergraduates enrolled by JLU within the national scheme who are qualified for graduation should be awarded the bachelor’s degree, if they have met the following academic standard and possessed the following abilities:

(一)完成本科生培养方案所规定的各个环节，修满规定的学分，通过毕业论文答辩并取得毕业资格；

1. Have completed all sections required by study plans of their undergraduate programs, obtained all required credits, passed dissertation defense and been qualified for graduation;

(二)能较好地掌握本门学科的基础理论、专门知识和基本技能，具有从事科学研究工作或担负专门技术工作的初步能力。

2. Have a relatively good grasp of basic theories, specialized knowledge and fundamental techniques of the discipline, and have initially acquired the ability to undertake scientific research or to engage in a special technical work.

第五条 普通全日制本科毕业生受记过及以上处分且未解除处分的不授或缓授学士学位。

Article 5 Full-time regular undergraduates will not, or postponed to be awarded the bachelor’s degree, if they are under the disciplinary punishment of demerit recording or even more serious punishment, and the punishment has not been canceled yet.

第三章 成人高等教育本科毕业生学士学位授予标准

Chapter III Standard of Bachelor’s Degree Awarding for Undergraduates of Adult Higher Education

第六条 我校成人脱产班、夜大、函授、网络教育、自学考试(须我校为主考学校)的应届本科毕业生，符合下列规定及条件者，可授予成人高等教育学士学位：

Article 6 Undergraduates of adult off-duty classes, evening classes, correspondence courses and online courses offered by JLU, or by self-taught examinations (JLU should be the main university in the exams), who are going to graduate in the current year, should be awarded the bachelor’s degree of adult higher education, if they have met the following requirements and conditions:

(一)完成本科生培养方案所规定的各个环节，修满规定的学分，通过毕业论文答辩并取得毕业资格，能较好地掌握本门学科的基础理论、专门知识和基本技能，具有从事科学研究工作或担负专门技术工作的初步能力。

1. Have completed all sections required by study plans of their undergraduate programs, obtained all required credits, passed dissertation defense and been qualified for graduation;

(二)本专业主干课和实验、实习课平均成绩和毕业论文成绩达到良好及以上，其它课程合格。

2. Have obtained merits in core courses, experiments and internship on average, and in graduation dissertation, and passed exams of other courses;

(三)通过吉林省成人高等教育学士学位外语考试(外语考试成绩有效期为四年)。

3. Have passed the Foreign Language Test for Bachelor’s Degree of Adult Higher Education of Jilin Province (valid for four years).

第七条 凡有下列情况之一者，不授予学士学位：

Article 7 Those undergraduates will not be awarded bachelor’s degree in one of the following circumstances:

(一)在学期间考试作弊者；

1. Were found cheating in exams during study;

(二)在学期间经补考及格课程累计两门(次)及其以上者。

2. Accumulative two or more courses were passed through make-up exams during study.

第四章 学士学位授予程序

Chapter IV Procedure for Bachelor’s Degree Awarding

第八条 吉林大学学位评定委员会授权教务处，全面负责普通高等教育本科毕业生和成人高等教育本科毕业生学士学位的授予工作。

Article 8 The Academic Degree Evaluation Committee of JLU entrusts the Department of Academic Affairs to take overall responsibility of awarding of bachelor’s degree for full-time undergraduates of regular higher education and undergraduates of adult higher education.

第九条 普通高等教育本科毕业生学士学位授予程序：

Article 9 Procedure for bachelor’s degree awarding for full-time undergraduates of regular higher education:

(一)本科生培养单位对学位申请者进行学位授予资格审查，提出拟授予学士学位人员名单。

1. Schools/colleges who offer undergraduate programs should examine the qualification of degree applicants, and provide a list of bachelor’s degree candidates.

(二)学科学位评定分委员会对通过毕业资格审查的学位申请者学位授予事宜进行审议，做出是否批准授予学士学位的决定并报学位评定委员会审核备案。

2. The Academic Degree Evaluation Sub-Committee (Discipline) will review degree awarding for applicants who are qualified for graduation, and make decisions on whether to confer the degree, which should be reported to the Academic Degree Evaluation Committee for files.

（三）教务处在学科学位评定分委员会批准授予学士学位，并报学位评定委员会审核备案后颁发学士学位证书。

3. The Department of Academic Affairs approves degree awarding at the Academic Degree Evaluation Sub-Committee (Discipline), and reports to the Academic Degree Evaluation Committee for review and files. After that, Certificates of Bachelor’s Degree will be issued.

（四）凡在毕业离校时未获学士学位者，在半年以上、两年以内达到我校授予学士学位要求，经学生本人申请，可以按上述程序补授学士学位。

4. Any graduate who did not obtain the bachelor’s degree when left the campus, if has met the requirements of bachelor’s degree awarding of JLU after more than half a year but within two years upon graduation, may voluntarily apply for the bachelor’s degree, and the degree will be conferred by the above mentioned procedure.

第十条 成人高等教育本科毕业生学士学位授予程序：

Article 10 Procedure for bachelor’s degree awarding for undergraduates of adult higher education:

(一)吉林大学成人教育主管部门按本细则第六条标准向教务处报送学士学位申请者名单。

1. Authority of adult higher education of JLU should submit a list of bachelor’s degree candidates to the Department of Academic Affairs according to the standard prescribed in Article 6 of the present Regulations.

(二)教务处将申请成人学士学位情况汇总，由学科学位评定分委员会对学位申请者学位授予事宜进行审议，做出是否批准授予学士学位的决定。

2. The Department of Academic Affairs will sort out applications for bachelor’s degree of adult higher education, and it is the Academic Degree Evaluation Sub-Committee (Discipline) that review the applications, and make decisions on whether to approve bachelor’s degree awarding.

(三)教务处根据学科学位评定分委员会批准授予学士学位者名单，向校学位评定委员会汇报并备案，颁发成人高等教育学士学位证书。

3. The Department of Academic Affairs, according to the list of bachelor’s degree candidates approved by the Academic Degree Evaluation Sub-Committee (Discipline), reports to the  Academic Degree Evaluation Committee for files. After that, Certificates of Bachelor’s Degree for Adult Higher Education will be issued.

(四)学科学位评定分委员会讨论未通过者，不得申请补授成人高等教育学士学位。

4. Those who are not approved by the Sub-Committee (Discipline) through discussion may not apply for the Bachelor’s Degree for Adult Higher Education.

第五章 不授学位、缓授学位及撤销学位

Chapter V Non-Awarding, Delayed Awarding and Withdrawal of Degrees

第十一条 不授或缓授学士学位：

Article 11 Non-awarding or delayed awarding of degrees:

普通全日制本科毕业生受记过及以上处分不授或缓授学士学位。

Full-time regular undergraduates who have been under disciplinary punishment of demerit recording or even more serious punishment will not be awarded a bachelor’s degree.

对于受记过及以上处分且毕业时间满1年的普通全日制本科毕业生，经本人申请、本科生培养单位及其毕业后所在工作或学习单位对其表现做出鉴定并推荐、教务处审核批准后，各级学位评定委员会可以讨论其学位授予事宜。对坚持错误不改，或对错误虽有认识，但表现不好的，不讨论其学位授予事宜。

A full-time regular undergraduate previously under disciplinary punishment of demerit recording or even more serious, who graduated more than one year ago, may voluntarily apply for the bachelor’s degree. School/college, and his/her current employers or academic institutions, should evaluate performance of the graduate and make recommendations, which, after being reviewed and approved by the Department of Academic Affairs, will be discussed by Academic Degree Evaluation Committees at all levels. If the graduate refuses to correct the mistakes or has poor performance even though he/she has recognized the mistakes, his/her applications for degree awarding will not be discussed.

第十二条 撤销学士学位：

Article 12 Bachelor’s Degree Withdrawal:

对有下列情形之一者，经学位评定委员会批准，学校应撤销其已获得的学士学位：

JLU should withdraw the bachelor’s degree that has been conferred upon approval by the Academic Degree Evaluation Committee if the holder has one of the following circumstances:

(一)在招生录取过程中有弄虚作假行为的。

1. Were found trickery and fraud when being admitted and enrolled.

(二)在学期间或申请学位过程中，通过不正当手段获取各类考核成绩的。

2. Obtain scores in exams by improper means in semesters or in the process of degree application.

(三)在学期间或申请学位过程中，存在各类严重违反学术规范行为的。

3. Were found serious academic misconducts in semesters or in the process of degree application.

(四)在学期间或申请学位过程中，存在违法、违纪行为的。

4. Were found illegal and prohibited behaviors in semesters or in the process of degree application.

(五)在学期间或申请学位过程中，存在其他舞弊作伪行为的。

5. Were found other fraudulent practices in semesters or in the process of degree application.

第六章 则 附

Chapter VI Supplementary Provisions

第十三条 授予本科毕业生学士学位工作，要坚持标准，严格要求，公正合理，保证质量。如发现在学士学位申请或审核过程中有舞弊行为，一经查实，即严肃处理，并撤销所授予的学士学位。

Article 13 Bachelor’s degree awarding should make sure “standard orientation, strictness, fairness and reasonableness, quality assurance”. If any fraudulent practice is found in the process of application or review, it should be strictly handled once being confirmed by investigation, and the bachelor’s degree that has been conferred should be canceled.

第十四条 学士学位申请者在向我校申请学位的同时不得向其他学位授予单位申请学位。

Article 14 Bachelor’s degree candidates, when applying for the degree at JLU, may not apply to other degree-granting institutions for a degree concurrently.

第十五条 学士学位证书遗失不能补发，由教务处颁发学士学位证明书为凭。

Article 15 The Certificate of Bachelor’s Degree, if lost, cannot be re-issued. The Department of Academic Affairs will provide a Letter of Certificate of Bachelor’s Degree as the proof.

第十六条 经校学位评定委员会授权，本工作细则由教务处负责解释。

Article 16 Entrusted by the Academic Degree Evaluation Committee of JLU, the Department of Academic Affairs is in charge of interpretation of the present Detailed Regulations.

第十七条 本工作细则自学位评定委员会讨论通过之日起实施。原《吉林大学学士学位授予工作细则》同时废止。

Article 17 The present Detailed Regulations come into force from the date of being adopted by the Academic Degree Evaluation Committee through discussion. The previous Detailed Regulations on Bachelor’s Degree Awarding of Jilin University are hereby annulled.
