Introduction
Founded in late 2012, the School of International and Public Affairs (SIPA) at Jilin University is the first public diplomacy studies oriented school in China. SIPA has constructed an inter-disciplinary and international faculty team in international relations with specializations in law, economics, journalism, history, cross-cultural communication, and more. Currently,the School is home to18 faculty members, among whom five are of international origin. Most of our faculty members have obtained Ph.D. degrees from reputable universities at home and abroad including the London School of Economics and Political Science, the University of Aberdeen, Ritsumeikan University, Peking University, Fudan University, Jilin University, and other quality institutions. Meanwhile, SIPA invites well-known scholars and diplomats as honorary and guest professorsinclude including Mr. Li Zhaoxing, Chair of the China Public Diplomacy Association and former Minister of Foreign Affairs, Mr. Zhou Wenzhong, Secretary General of the Bo’ao Forum for Asia and former Chinese Ambassador to the United States, Professor Qin Yaqing, the President of China Foreign Affairs University, and Professor Barry Buzan, who is member of British Academy of Science and a former professor of London School of Economics.
On December 2014, SIPA was invited to participate in the construction of the Collaborative Innovation Center of the Theory and Practices of China’s Diplomacy, which is led by China Foreign Affairs University in collaboration with renowned universities and think-tanks such as China University of Political Science and Law, China Institute of International Studies, and other universities.
SIPA maintains an undergraduate program in Foreign Affairs (established in 2014), a master’s program in Foreign Affairs (established in 2016), graduate programsin International Relations (Full-English taught program for international students established in 2006), and a master’s programin Public Diplomacy for senior officials from developing countries (English-language taught One-Year Program for International Students established in 2014 by the Ministry of Commerce). Currently, there are 110 Chinese students and 150 international students at SIPA.
SIPA has used English as the language of instruction for conducting its graduate program in “Contemporary International Relations Studies” since 2006 which was designed to train high-level talented individuals with a global vision and an understanding of modern China. The purpose is to lay out a multi-ethnic and multicultural platform, promote research in public diplomacy, combine Chinese studies with international relations, and to cultivate a new generation which heralds civility and excels at communication. By 2016, there have been more than 330 students from over 80 countries who have graduated from SIPA. Many of them have achieved important positions in the diplomacy, education, and culture sectors of their countries. Some of our graduates include GorSargsyan (Assistant to the Director of President's Office of Armenia), LindolfFrayre de Castro (Technical Assistant of the President's Office of Philippines), KemSambath (Chair of the Council on Foreign Relations of Central Committee of Cambodian People's Party), and Attiya Ahmed (TV Presenter of CCTV Arabic Channel). In June 2016, there were 43 M.A international graduates and five Ph.D. international graduates at SIPA, accounting for 45.2% of all M.A international graduates and 26.3% of all Ph.D. international graduates at Jilin University in that academic year.
SIPA has established collaborative relations with Rutgers University of the United States, Moscow State Institute of International Relations of Russia, Sungkyunkwan University of South Korea, Yonsei University of South Korea, China Foreign Affairs University, and other institutions. International workshops on IR theory and current international issues, a Graduate Workshop on East Asia, and the China-South Korea Forum of Public Diplomacy are regularly organized every year. SIPA offers a broad stage for international exchanges and provides students with opportunities to study abroad, such as a 4+1 joint program with Rutgers State University of New Jersey, which was initiated in April 2016. These provide good opportunities for overseas studies for undergraduates majoring in Foreign Affairs.

Research
The academic research of SIPA consists of many fields including Public Diplomacy, the History of International Relations, English School Theory, International Relations of East Asia, International Law, International Relations, Intercultural Communication, and more. SIPA has established the Collaborative Innovation Center of the Theory and Practices of China’s Diplomacy, the Jilin Research Base for the China-Japan-South Korea Think Tank, and other institutes. By June 2016, the faculty team of SIPA have undertaken more than 10 research projects of provincial and ministerial level such as National Project of Marxist Theory Studies, Project of Marxist Theory Studies of Ministry of Education, National Project of Social Sciences Studies, Project of Social Sciences Studies of Ministry of Education, and published 12 academic works as well as 70 research papers in prestigious journals domestically and abroad, namely the Third World Quarterly, Contemporary International Relations, International Politics Quarterly, South Asian Studies, International Review, and many others.

Applicants in their fourth year of college in SIPA, Jilin University, who meet the qualifications required by Rutgers University and being accepted after the interview, will take two online classes offered by the MA Program in Political Science – United Nations and Global Policy Studies of Rutgers University. Given the Bachelor Degree of Jilin University after completing their undergraduate programs in the fourth year, the students will go to Rutgers University to continue to pursue their MA studies in their fifth year and obtain amaster’s degreefrom Rutgers University upon the completion of related courses.
