Founded in 1946, Jilin University is a national key comprehensive university under the direct governance of the Ministry of Education, and one of the first included in the “Project 985” and “Project 211” key universities development programs. In 2017, it was included in the first list of “Double First-Class Project” as a Type-A university. In 2022, 6 disciplines of the university were included in the second list of “Double First-Class Initiatives”.
The school boasts of an extensive range of disciplines, with a comprehensive high-level talent training system covering bachelor-master-doctor programs. Up until now, it has more than 600,000 alumni around the world, and the quality of high-level talent training has been widely recognized by the international and domestic communities. The School of Public Health is among the first batch of pilot institutions conferring MPH professional degrees in the country. In 2020, it was selected as one of the first innovative institutions to provide training programs for high-level applied public health talents. With 20 years of talent training, it has gained its own advantages and characteristics, focusing on improving high-level research and transforming it into training resources for MPH professional degree graduate students. It aims to improve the level of talent training by engaging MPH graduate students in research projects. The school is also working to strengthen the training MPH postgraduates in their practical ability in areas such as the prevention and control of infectious diseases, epidemic research and judgment, on-site epidemiological investigation, and laboratory testing. Thus, it provides the country with practical talents with strong practical ability, high professionalism, and a good sense of innovation.
The Public Health Excellent Talents Training Program of Jilin University adopts a training mode that combines course study, social practice, and project research to establish a professional degree training mode that is suitable for the teaching management of international medical students. It aims to cultivate versatile and practical senior students who meet the needs of global health, or in specific, students who master the fundamental theories of public health and preventive medicine, who can contribute to disease prevention and control, community health service, health management and health supervision and law enforcement, and who can solve practical problems in the field of public health. The trainees of this project should have broad basic theories and systematic expertise of the subject, as well as ability in certain scientific research and the basic knowledge of practice.
I. Project Briefing

3. Enrollment Program: Master of Public Health
4. Training Mode and Funding Period: two-year master’s degree program. The program adopts a “1+1” model: in the first academic year, students complete full-time basic course study, and academic investigation and research and finish the dissertation preparation in the institutions for the project in China; in the second academic year, students return to the home country to complete their degree dissertation. At the end of the program, students should come to China again for dissertation defense as required by the institution, and those who pass the defense will receive the degree.
II. Eligibility
1. Applicants should be of Non-People’s Republic of China nationality, under the age of 45, with good physical and mental health.
2. Applicants should possess a bachelor degree or above, and three years or more of work experience; those with a professional study or work background related to the applied project are preferred.
3. Applicants must be one of the following four types of talents:
(1) Public officials at the division level (or corresponding level) and above of the government department of the host country;
(2) Senior managers of institutions and enterprises;
(3) Administrative personnel of universities and scientific research institutions;
(4) Those who have relevant experience in international organizations or internships.
III. Scholarship
The scholarship provides applicants with tuition fees, university accommodation, stipend and comprehensive medical insurance in China during their study in China.
IV. Training Plan and Project Features
(1) Duration and Arrangement
① Duration: 2 years
First semester:
From September to January, students are expected to complete the intensive course study at Jilin University with supervisors assigned;
Second semester:
From February to July, students should carry out social practice investigation and research, and complete the research proposal and dissertation preparation.
Third semester:
From September to the end of December, students should start to write their thesis after collecting materials and data for their scientific research.
Fourth semester:
From January to May, students should complete thesis writing, pre-defense, and final defense. The pre-defense and final defense process can be completed in a mixed online and offline manner in accordance with the requirements of the graduate school for the defense of graduate students.
From June to July, students should complete the graduation and school-leaving procedures.
Specifically, students should officially complete the dissertation, and pass the dissertation defense in accordance with the graduation requirements to receive a degree.
②The training program provides intensive lectures in English and individual guidance, in three stages: course study + social practice + dedicated thesis.

Those who obtain the required credits and pass the master’s dissertation defense will be conferred a master’s degree in Public Health and the diploma.
V. Application, Review and Admission Procedures
Step 1: Applicant submits the application in the international student registration system of Jilin University.
Applicants must submit materials before March 15, 2024 (see the attachment for specific requirements), namely, passport information page, diploma and certificate of highest education (notarized photocopy), academic transcripts, certificate of language proficiency, study plan in China, recommendation letters, “Foreigner Physical Examination Form”, certificate of non-criminal record, research results, etc.
Applicants should register for an account in Jilin University International Student Application System (http://apply.jlu.edu.cn), fill in their personal information accurately, and click “Submit” to complete the online application process. This year’s admissions application will be conducted online, and applicants should ensure that the materials submitted online are consistent with the originals. Only with complete application materials can the application move on to next stage of review.
Step 2: School of International Education, Jilin University carries out the preliminary review
Before March 20, 2024, the School of International Education will review the qualifications of the applicants’ item by item according to the enrollment requirements, focusing on the academic background, language proficiency, eligibility, health condition, etc. After finishing the preliminary review, the international school invites the teaching and training departments to conduct the next round of review.
Step 3: Jilin University’s corresponding schools will organize the final review, remote interview or written test.
Before April 2, 2024, the teaching and training departments will organize expert to conduct the final review of the materials, focusing on the applicant’s academic performance, scientific research ability, language level, academic background, comprehensive quality and development potential, so as to select the best candidates for remote interviews or written tests, and the interview/test results will be given to International Education college.
Step 4: Applicants submit the application in the Chinese Government Scholarship Study in China Management Information System.
Before April 5, 2024, the school will notify applicants of the pre-admission results by email or through the international student registration system and provide a pre-admission notice. Step 5: China Scholarship Council organizes expert review
The China Scholarship Council organizes experts from relevant disciplines to review the applicants’ academic performance, comprehensive quality, and development potential, and select the best for admission.
Scholarship applicants who are not accepted will be given priority in admission if they are willing to apply for self-financed projects in our school.
Step 6: Notify students of admission results
The International Education College of Jilin University notifies the students of the admission results.
Note:
1. Admitted students must complete the registration and registration procedures in strict accordance with the time specified by the school. Those who fail to register on time will not be eligible for scholarships. The start date is expected to be on September 2024.

VII. Notes
1. Applicants for the Youth of Excellence Scheme of China Program Chinese Government Scholarship are not allowed to apply for other programs of the Chinese Government Scholarship.
2. Chinese government scholarship students are not allowed to apply for other scholarships (excluding one-off awards) established by Chinese governments at all levels and admission institutions at the same time. Once found, their Chinese government scholarship qualifications will be cancelled, and the funding must be returned to Chinese Government Scholarship. In addition to disqualification, those who deliberately conceal their financial support will not be allowed to apply for Chinese government scholarships within three years.
3. Applicants who have already applied to other universities in the Chinese Government Scholarship Management Information System for Studying in China should not apply to Jilin University again.
4. Once the scholarship recipients are admitted, they are not allowed to alter their major, study period and language of instruction.
5. Scholarship recipients must participate in the annual review after entering the school, and the review results will determine whether the scholarship will be granted, suspended or canceled in the next academic year.

Appendix:
List of Application Materials for Youth of Excellence Scheme of China Program Chinese Government Scholarship
1. The information page of the passport. If the validity period of the current passport does not meet the requirements (the passport validity period should be later than September 2024), please get a reissue of passport in time.
2. Diploma and certificate of highest education (notarized photocopy). If the applicant is currently a student, he/she must submit the expected graduation certificate issued by the school he is attending, and submit a graduation certificate or degree certificate before June 30, 2024. If it is in a language other than Chinese and English, an English translation must be provided and notarized.
3. Academic transcripts (since undergraduate level). The scans of the transcript should include the period of undergraduate study, and the transcript should be issued and stamped by the Academic Affairs Office of the school or the relevant student management department. Transcripts can be provided either in Chinese or English. If the transcript is in a language other than English, an English translation must be provided and notarized.
4. Proof of language proficiency. Applicants should provide scores of common international English tests such as IELTS or TOEFL.
5. Study plan in China. A Chinese/English study plan (more than 1,000 words) should be submitted. The content should focus on the applicant’s professional background, academic ability, advantages, future professional research direction and study plan, etc., and can only be written in Chinese or English. The study plan in China will serve as an important reference for expert academic evaluation.
6. Letters of recommendation. Applicants should submit two letters of recommendation from professors or associate professors, which should focus on the requirements for the applicant's study goals in China, the cooperation between Chinese institutions or Chinese tutors and foreign tutors or inter-school exchanges, as well as the comments on applicant’s comprehensive ability and future development. The evaluation can only be written in Chinese or English, and the recommender should sign and indicate the contact information.
7. “Foreigner Physical Examination Form” (this form is uniformly printed by the Chinese Health and Quarantine department and must be filled in English). Applicants should check in strict accordance with the items required in the “Foreigner Physical Examination Form”. Forms lacking in items, photos, a seam stamp on the photo, or the signature and seal of the doctor and the hospital is invalid, and the examination results are valid for 6 months.
8. Non-criminal record. The applicant must submit a valid non-criminal record issued by the local public security organ, usually within 6 months before the date of submission of the application.
9. Research results (if any). Summary of the graduation thesis of the previous study stage and the introduction of the instructor; copies of the covers, catalogs and pages of the published papers; academic and scientific research achievements, inventions, patents and other proof materials.
10. Proof of employment. The employment certificate submitted by the applicant with the signature and seal of the unit should include the applicant’s personal information, working years, current position and other information. The current position should meet the job requirements for the applicant in the admissions brochure.
Notice:
Materials uploaded through the system must be clear, truthful and valid. It is recommended that the applicant use professional equipment to scan the relevant documents to be submitted, and the applicant shall be responsible for the consequences caused by unclear or unrecognizable materials.
